The Director of HR is a senior leadership role, integral to the organisation’s Resources Leadership Team. This role will drive the people and culture agenda, ensuring that HR functions enable the delivery of corporate strategy, foster an inclusive and high-performing workforce, and place communities at the heart of organisational delivery. Operating in a complex environment, this role requires collaborative leadership, strong stakeholder engagement, and the ability to deliver modern, effective HR services that support organisational transformation, cultural change and continuous improvement.Key Responsibilities
Strategic LeadershipProvide vision and leadership for HR and OD, ensuring services are modern, effective and aligned to corporate priorities.Shape and deliver a comprehensive EDandI strategy covering leadership, recruitment, progression, pay, reward, and workplace culture.Act as an ambassador for the organisation, building strong partnerships regionally and nationally, and deputising for the Executive Director of Resources where required.Organisational Development and CultureEmbed a performance-driven culture based on accountability, innovation and continuous improvement.Promote employee engagement, wellbeing, and development to ensure staff feel supported and able to reach their potential.Champion diversity and inclusion, ensuring services and policies actively address inequalities.Drive culture change programmes that modernise ways of working and improve organisational resilience.Lead a high-performing HR and OD division, motivating staff to achieve excellence.Deliver efficient, customer-focused HR services grounded in best practice and employment law.Provide senior-level advice and guidance to Members, the Executive Management Team, and managers across the organisation.Develop policies, processes and services that improve equality outcomes and employee experience.Financial and Risk ManagementLead the HR and OD budget, ensuring financial discipline, efficiency, and value for money.Oversee wider staffing budgets, ensuring they align with organisational priorities.Anticipate and manage risks relating to workforce, legal compliance, and industrial relations.Senior HR leadership in a large, complex (public) organisation with a proven record of strategic impact.Successful delivery of organisational transformation, modernisation and culture change.Strong track record in EDandI, including measurable improvements to workforce outcomes.Experience of building and sustaining effective partnerships with trade unions, elected members, executive teams and external stakeholders.In-depth knowledge of employment law, HR best practice and organisational development.Chartered Institute of Personnel and Development (CIPD) membership.Skills and AttributesStrategic thinker able to balance vision with operational delivery.Influential leader with exceptional communication, negotiation and stakeholder management skills.Proven ability to inspire trust and confidence at the highest levels.Innovative problem-solver with resilience and political acumen.Financially astute, with a record of effective budget management.Strong commitment to personal leadership, professional development and values-based working.Seniorities
