An exciting opportunity has arisen within the Care Delivery Service, and we are recruiting a Registered Manager for the RecoveryHub@EastLeeds.

Experience in a fast-paced intermediate care environment, where rapid decision-making and flexibility are essential.Responsibility for overseeing the day-to-day operations of the service.A clear understanding of your responsibilities under the Health and Safety at Work Act 1974, and of the other regulations listed in the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014.Ability to prepare and present reports and management information to a range of stakeholders including non-specialists.Ability to promote and develop partnership working within the local community, other organisations and with other stakeholders.A focus on workforce development, ensuring that all employees are well-equipped with the necessary skills and knowledge to excel in their roles.

About The Role

The Recovery Service is a vital component of the care delivery framework designed to support adults in regaining their independence following a hospital stay or a period of illness. This service is focused on providing short-term, intensive assistance to help individuals recover, enhance their skills and abilities, and avoid the necessity for long-term care. You will work with an alliance of system partners and key stakeholders to ensure System flow acrosshealth and social care services is maintained.

Special conditions this post is subject to a higher level check with the Disclosure and Barring Service. Please note that a criminal record will not necessarily be a bar to obtaining employment; this will depend on the circumstances and background to any offence.

Job Purpose

To be able to discharge the duties of a Registered Manager under the Health and Social Care Act 2008 (Regulated Activities) Regulations 2009. To provide support and leadership for residential, day and community support services that are person centred. To accept responsibility for managing a complex budget for employee costs, supplies and services as a Cost Centre Manager. With the Locality Service Manager, to negotiate with the local commissioners and partners in health and the private and voluntary sector to initiate, and respond to requests for the development of services for older people which are responsive to local needs.

Responsibilities

To manage the budgets devolved to the service prudently, within the established cash limits and in accordance with the established financial procedures of the City Council. To ensure that these responsibilities are discharged in line with the requirements of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2009.

To develop the Business Operating Plan for their Service that reflects the strategy set by the Directorate and the annual service development plan agreed with the officers of the Care Quality Commission.

To be responsible for the planned maintenance and development of the living environment to ensure that it meets the requirements of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2009, with particular reference to the Essential Standards for Quality and Safety 8, 10 and 11.

To ensure that, at all times, an up to date statement of purpose setting out the aims and objectives of the Centre is available for all prospective customers and their relatives and carers.

To ensure that a written statement of the terms and conditions under which the service is to be provided to each individual customer on the day of admission.

To ensure that all customers who are referred for a service have had a needs led assessment undertaken and to ensure that the appropriate service is able to meet their needs.

To ensure that a detailed Care Plan that reflects personal autonomy and choice, recording decisions relating to mental capacity and best interest decisions and detailing appropriate risk assessments, is prepared for each customer at the time the service commences and is communicated to all those involved in the delivery of their care.

To ensure that regular reviews – involving both customer and carers - of all care plans are undertaken, recorded and agreed changes communicated to all those involved and implemented by all staff.

To ensure that all staff understand and follow in practice the policy and procedures for the safe custody; distribution recording of distribution and ordering of medication and their part in this process.

To operate the City Council’s codes of practice for attendance management; conduct and grievances undertaking the investigating officer’s role as required.

To promote the privacy and dignity of customers in line with recognised best practice, Essential Standards of Quality and Safety and the City Council’s Multi-Disciplinary Policy and Procedures for Safeguarding Vulnerable Adults.

To ensure access to cultural, social, religious and ethnic activities for individuals or groups of customers are available. Ensure that access to services for older people from Black and minority ethnic communities is facilitated and that services are provided with respect and dignity in culturally appropriate and acceptable ways.

Where meals are provided to ensure that a wholesome, appealing and nutritionally balanced diet is provided in pleasant surroundings at times convenient to customers.

To ensure that you promote an atmosphere in which customers and their relatives are confident that their complaints will be listened to and an appropriate response provided within the established timeframe as set out in the City Council’s policy for dealing with complaints.

To ensure customers have the opportunity to exercise their rights as citizens of the United Kingdom.

To recruit, in line with the policies and procedures of Leeds City Council and the requirements of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2009, sufficient staff with the appropriate skills, competencies and qualifications to provide care in line with the published “Statement of Purpose” for the Centre.

To establish good professional working relationships with the officers of the Care Quality Commission and to ensure that the Centre co-operates fully with their inspection processes and responds promptly and appropriately to their findings upon receipt.

To attend management meetings as required by the Locality Service Manager, Service Delivery Manager or Head of Service.

To ensure that all aspects of the City Council’s Continuous Improvement Programme is fully adhered to. Including;

Ensuring that all grades of staff receive an annual appraisal and that from this appraisal their training and developmental needs are identified and an action plan put in place to address these needs.

Monitoring the implementation of each member of staff’s personal action plan and to record achievement against agreed targets.

Ensuring that all grades of staff receive regular supervision from their line manager in line with the supervision policy of Leeds City Council.

To ensure that appropriate staff rotas are drawn up to provide sufficient care and support to meet the residents’ assessed needs.

To ensure appropriate management cover is provided throughout the 24 hour period, including working on a rota basis until 10pm at least one day a month to provide city wide Registered Manager cover. To participate, with other Registered Managers, in providing Out of Hours cover on a rota basis providing City Wide support in line with the escalations policy.

To have a clear understanding of your responsibilities under the Health and Safety at Work Act 1974, and of the other regulations listed in the Health and Social Care Act 2008 (Regulated Activities) Regulations 2009.

To accept responsibility in line with City Council’s policies and procedures, for the Health and Safety of all those visiting, employed in, or using the services provided by the Centre using the City Council’s policies and procedures.

To promote partnership working with all stakeholders in the Service.

To establish sound and professional relationships with other disciplines within Health and Social Care. In particular to engage in proactive planning of the development of services with the Commissioners from Leeds City Council, ensuring that services provided by the service are in line with National and Regulatory Guidance.

To be aware of, and assist in the development of, independent advocacy services for customers.

To maintain all such records in respect of the conduct of the care home as required by the policies and procedures of Leeds City Council and the Schedules of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2009.

To ensure that the Annual Quality Assurance Programme is implemented and outcomes fed back to the Central Management Team through regular and accurate reports.

To accept participation in a programme of continuous improvement

Qualifications

Essential

Registered Manager NVQ L4 Award Or A qualification in Social Care at NVQ L4 or above or First Level Nursing PLUS a qualification in management at NVQ L4 or above

Ability to gain registration with the CQC as a Registered Manager

Desirable

A qualification in the care of older people with mental health problems

Willing to work towards a management qualification at NVQL5.

Education to first degree level

To have previously held Registered Manager status.

Essential requirements It is essential that the candidate should be able to demonstrate the following criteria for the post. Candidates will only be shortlisted for interview if they can demonstrate that they meet all the essential requirements.

Skills

Good communication and interpersonal skills.

Ability to plan the development of services against Service Level Agreements and Evolving National Priorities Guidance for Older People’s Services.

The ability to plan, manage and report on the performance of complex budgets.

The ability to manage and support staff through periods of change.

The ability to manage a large and diverse staff group.

Ability to ensure that policies and procedures are communicated to staff and followed in practice.

Ability to operate administrative procedures and recording systems to provide accurate management information as and when required.

KNOWLEDGE

A full knowledge and understanding of your responsibilities under Health and Safety Legislation.

A good knowledge and understanding of the requirements of the Health and Social Care Act 2008, its regulations and other relevant legislation and guidance.

A knowledge of the needs of older people and the evolving national agenda in the development of care practice and service delivery.

Experience

Minimum 3 years of first level management experience in a health or social care setting

Experience of managing effective staff appraisal and supervision

Effective budget management

Experience of working as a part of a multi-disciplinary team
