Deliver a structured approach to prioritising and planning all Asset and Services projects to be delivered within each Financial Year and across multi-year cycles, working with key stakeholders and senior management to ensure alignment with Corporate and Financial Plans.Liaise with the Economic Advisor to ensure strategic alignment of business cases with those from across other parts of the Organisation.Deliver business case project priorities aligned to the agreed prioritisation and planning based on available budget and corporate outcomes.Keep relevant internal and external stakeholders updated on priority projects; develop and scope projects with the relevant Departments and stakeholders.Assign and manage resources and stakeholders for projects; manage scheduling using project management methodologies, including action logs and risk/issue logs where applicable.Deliver project research support and carry out background knowledge research and benchmarking for future Assets and Services.Develop and agree individual Project Initiation Documents (PIDs) and full project briefs for projects to be delivered within the Financial Year.Develop and agree individual Terms of Reference (ToR) for each project, outlining roles and responsibilities for the project team.Carry out critical evaluation of all projects using Post Project Evaluations (PPEs) aligned to business case approvals and capture learning for future projects.Develop and deliver in-house guidance and induction on the development of business cases, ensuring consistency and corporate alignment across documents.Lead project working groups; initiate, agree and obtain approvals for the PID and ToR and manage the group through to final business case sign-off.Provide expert advice on developing business cases in adherence to the Five Case Model from HM Treasury and NI Better Business Case guidance.Lead on delivery of alternative options using challenge techniques to encourage open debate and translate consensus into a narrative for the business case.Ensure each business case provides a sound basis for decision-making through effective information management, including delivery plans, procurement timelines, and detailed financial information.Ensure each business case supports identified needs, corporate strategy, value-for-money, and legislative requirements; demonstrate how it improves the wider Northern Ireland public sector.Provide full costing information and discounted cash flow / net present value calculations and affordability analysis for option appraisals.Collaborate with Economic Advisory and Finance teams to determine whole-life costs and associated financial analyses for option appraisals.Manage the transition from a new project to in-life operational asset and services delivery using recognised project management methodology.Ensure budget alignment to business cases; work with Senior Management to profile spend and monitor project spend using the Asset and Services Management Information System; generate stakeholder reports and conduct governance reviews until project completion.Facilitate regular stakeholder meetings to ensure delivery, identify and manage risks, and escalate delays as needed.Provide expert guidance on post-project evaluations (PPEs) in line with financial regulations and ensure timely preparation.Manage governance lifecycle and proper closure of all business cases and projects when delivery is complete.Participate in the Central Adjudication Group (CAG) to ensure appropriate procurement processes align with Business Case requirements.Ensure completion of Full Business Case or addenda to support deviations from approvals and handle queries through to approval.Maintain an assurance and accountability framework for projects and business cases, utilising SharePoint for information recording and management.Advise management on applicable legislation, guidance, policies and processes.Handle sensitive personal data in compliance with GDPR and maintain records management through retention policies.Provide information for external release under Freedom of Information and other requests; support internal and external audits and implement audit recommendations.Lead and assist with governance, policy development, and the delivery of Service Support Centre business plans; assist in managing the SharePoint site and resolve issues as needed.Qualifications
Possess a
degree
or equivalent qualification in a relevant discipline (e.g., business management, improvement, business studies, finance) ANDHave a minimum of 2 years relevant experience in developing business cases through their lifecycle, within or supporting a large organisation.ORPossess at least a
HND
or equivalent qualification in a relevant discipline (e.g., business management, improvement, business studies, finance) ANDHave a minimum of 3 years relevant experience in developing business cases through their lifecycle, within or supporting a large organisation.Applicants must have a valid driving licence and a car available for official business use, or access to a form of personal transport that will enable you to meet the requirements of the post in full.How to apply
