Principal Consultant Programme Advisory – Business Case and Funding Advisory (Defence Sector)Turner and Townsend is seeking a senior professional to join our Programme Advisory team in the Defence Sector, focusing on business case development and funding advisory under the Green Book framework.
OverviewRole: Principal Consultant Programme Advisory – Business Case and Funding Advisory (Defence Sector)
Location: Birmingham, England, United Kingdom (travel as required)
Responsibilities
Work with defence sector clients including Defence Equipment and Support (DEandS), Submarine Development Agency, Atomic Weapons Establishment, and Rolls Royce.
Opportunity to move between sectors to build experience across major programmes and projects.
Support clients in developing, implementing, and optimising procurement and funding strategies to meet greener and sustainable targets and Net Zero commitments.
Contribute to major project / programme setup, development and delivery across lifecycle, with emphasis on:
business case development; and
major infrastructure development using public funding and/or private capital
Apply experience to strategic and commercial assessment of business challenges, developing and implementing optimal solutions.
Engage with clients and stakeholders using strong interpersonal and persuasive skills; present ideas clearly and concisely.
Deploy Turner and Townsend processes and tools, tailoring as needed and contributing to ongoing improvement.
Provide holistic advisory services as part of a multi-disciplinary team; maintain high-quality outputs and client care.
Share knowledge through communities of practice, workshops, and relevant forums.
Identify and progress business generation opportunities where appropriate.
Flexibility to travel as required for project delivery.
Qualifications
Must be able to attain UK MoD Security Clearance – British Nationals only need apply.
Degree or MBA qualification or equivalent experience would be advantageous.
Experience of government Green Book business case development.
Experience of working in the defence and/or public infrastructure sector, with a portfolio of transactions/projects in public sector settings.
Ability to write HMT Green Book Business cases across all five dimensions; familiarity with the Economic dimensions.
Knowledge of economic benefit assessment, including social value, community benefits and low carbon transition.
Understanding of relevant UK policy guidance development and government governance processes for HMT Green Book approvals.
Additional Experience
Broader experience in renewable/clean energy and decarbonization, transport, water services, or government services.
PPP/PFI experience (particularly PFI Handback).
Effective management experience within a multi-stakeholder environment.
Ability to influence in commercial/procurement environments and grow client relationships as a trusted advisor.
Strong analytical skills, collaborative, and capable of working in a growing business unit.
Experience in leading bid proposals and collaborating with senior management and the wider Turner and Townsend team.
Other Requirements
Valid security clearance (SC) or the ability to obtain it; candidates must be British Nationals and hold a UK passport.
